Alarm raising

The alarm raising act gives everyone the right to raise an alarm in the public and private sectors about a threat to the public interest observed in the working environment.

The alarm raising is an opportunity for everyone to contribute to the lawful, fair, open and transparent functioning of an institution by exercising their right to freely express their opinion.

The alarm raiser – a person who provides information about a possible infringement which may harm the public interest, provided that the person considers the information to be true and that it has been obtained in the performance of his/her duties or in the establishment of a legal relationship connected with the performance of his/her duties.

Alarm Raising report may be submitted by electronic form on the website www.trauksmescelejs.lv

The law provides that alarm may be raised through an internal alarm raising system. This means that anyone employed by an institution can report a possible infringement affecting the public interest in the institution’s activities in order to prevent it in time, before the institution’s reputation is jeopardised, it suffers damage or the competent public authorities are involved. It is the staff who are in a position to spot possible irregularities and, thanks to their professional knowledge and experience, to assess their danger.

Using the internal alarm raising system for reporting puts the report closer to the “root cause” of the problem and allows concerns to be promptly assessed and potential misconduct or systemic weaknesses to be addressed.

When an alarm raising report is received, the personal data of the alarm raiser are pseudonymised.

The alarm raiser’s  personal data, the report and any written or physical evidence attached to it, as well as the materials relating to the examination of the alarm raiser’s report, shall have the status of restricted information.

Any person (institution) receiving or acting on an alarm raiser’s report shall be obliged to ensure that the alarm raiser’s personal data are properly protected. The alarm raiser personal data may only be disclosed to persons (institutions) who need them for the purpose of the examination of the alarm raiser’s report or the infringement case initiated on its basis or for the protection of the alarm raiser or his/her relatives. An alarm raising report can be submitted to the Latvian National Museum of History:

in paper form
– by post to Pulka iela 8, Riga, LV-1007
– by submitting in person at Pulka iela 8, Riga, LV-1007

electronically
– on the portal www.latvija.lv, using the service Submission to the Institution
– on the portal www.trauksmescelejs.lv by filling in the online form

orally
-in person at Pulka iela 8, Riga, LV-1007. The submission must indicate that it is an alarm raising report.

Notice
Reports submitted electronically without a secure electronic signature or without using the means of authentication available on www.latvija.lv will be processed with the identity of the person on whose behalf the report is submitted being protected, but alarm raiser status (including alarm raiser protection guarantees) will not be granted to the submitter.
